COVID-19 Prevention & Response Plan

Plan Development

On May 1, 2020, President Bilger announced that four working groups had assembled to complete assessments and propose plans for the college’s fall semester. The principal task of the groups was to make recommendations about how the college should present the fall 2020 academic program. A hallmark of their activity was outreach to faculty, staff, students, and parents to seek guidance. In addition to multiple focus groups held over the course of two months, they issued a COVID-19 survey, which was completed by 1,082 faculty, staff, students, and family members. The working groups carefully reviewed state and federal guidance, including specific considerations for institutions of higher education. Their recommendations informed Reed’s institutional COVID-19 Prevention & Response Plan for the fall.

On June 30, 2020, President Bilger established the COVID Risk Assessment Group, which will be maintained during the pandemic. The group’s primary tasks are as follows:
  • Assess risk and recommend the level of operation the college should offer with regard to in-person instruction and on-campus living arrangements. Considerations will include health information from Multnomah County and the state, evidence of infections on campus (particularly on-campus transmission), and campus capacity to manage operations during a pandemic.
  • Respond to questions about pandemic response and management on campus.
  • Consider recommendations from campus constituents and vendors and recommend additional responses to further protect the campus.

Recommendations about operational levels from the COVID Risk Assessment Group will be presented to President Bilger, who will discuss these recommendations with the Committee on Academic Planning and Policy (CAPP) and the president’s staff. CAPP consists of faculty elected by their peers and charged with the planning and development of educational policy and the academic program. The president’s staff consists of vice presidents and deans appointed by the president who manage the college’s departments and divisions. The co-chairs of the Risk Assessment Group will report regularly to CAPP and to the president’s staff.
