New Title IX & Section 504 Coordinator

On Monday, July 13, Christopher “Chris” Toutain (he/him/his) will join Reed as the new Title IX/Section 504 coordinator! Chris joins us from Chapman University in Southern California. His office will be in Eliot 108A.

Chris brings more than 10 years of experience in student affairs, including in residence life, student conduct administration, and as a Title IX investigator. A training facilitator for the Sexual Misconduct Institute sponsored by the Association for Student Conduct Administration, Chris led three separate revisions of Title IX policy and procedures in response to directives from the 2011 DOE Dear Colleague Letter, California State Law and in compliance with recently announced amendments to Title IX.  

Chris’ interest in accommodation of disabilities in higher education prompted his current academic program of study for a PhD in Education—Disability Studies Emphasis. He also holds advanced degrees in student services administration in higher education from Western Washington University and in communication arts and sciences from the Pennsylvania State University.  

As Title IX and 504 coordinator, Chris will join campus efforts underway to come into compliance with the new TIX amendments by August 14, 2020. A direct report to the vice president for student life, Chris is responsible for all compliance activities and the college’s response related to reports of possible violations of Title IX of the Education Amendments of 1972 and related federal and state laws. In addition, in collaboration with partners in human resources and college counsel, he will oversee programs and resources designed to ensure the college’s compliance with the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973.
