Service Officer with the
Department of State, and most recently was Counselor for Press and
Culture at the U.S. Embassy in Warsaw, Poland, and Chairman of the
Board of Directors of the U.S.-Polish Fulbright Commission. He
previously served as Cultural Attaché in Moscow, Russia; Public Affairs
Officer in Bishkek, Kyrgyzstan; America House Director in Yerevan,
Armenia; and with the U.S. Information Agency’s (USIA) Voice of America
and Exhibits Service in Washington D.C. Mr. Kulakowski initially was
recruited by USIA from Honolulu to serve on an American exhibition in
the Soviet Union in 1978. He received BA and MA degrees from the
University of Hawaii and studied as an exchange student at Leningrad
State University in 1973-74.
Mr. Kulakowski’s duties as Diplomat-in-Residence at UCLA include
counseling students on State Department internship and career
opportunities, with a particular focus on the Foreign Service; and
engaging university and public audiences on State Department careers
and issues of American diplomacy and public diplomacy in the countries
and regions he has been involved with professionally.
